Trotz vorangegangener langwieriger Verhandlungsrunden konnten wichtige erforderliche Regelungen gar nicht oder nicht im Detail formuliert werden. Dieses sollte in den ergänzenden Verträgen zum Rahmenvertrag zeitnah vereinbart werden.
